Newsprint industry unprepared for content standards

There is not enough recycled newsprint manufacturing capacity to meet state minimum recycling content standards scheduled to go into effect in the next few years, according to analyst William Moore of Moore & Associates. Nor is there much new capacity proposed. "There are fewer than four announced projects for new deinking/recycled newsprint mill capacity," says Moore, who is preparing a report on the subject, "many of which have a low probability of actual development." Meanwhile, he cites the new Southland Newsprint mill, "the first newsprint mill to be built in more than five years. This Texas project will be largely based on virgin fiber."
